I've never noticed that folder view icons don't open on hover. Try it in the explorer tree view and you'll see that it does. Drag an icon onto your Start button and hover, you'll see that the Start menu opens up. You're saying the taskbar is consistent because it behaves like the task bar. No shit, Sherlock!

Can't change and save folders views
From my experience and what I read here, it sounds like changing the font can't be done under XP. To answer the brief digression about using the Outlook Bar at all, the only reason I use it is that it takes up less screen space than the folder view, and requires less mouse precision when making a selection.
